NEO Plan - Trainer/Consultant for MCAS Iwakuni, Japan January 2014 - Present
As the Non-combatant Evacuation Operation Trainer for MCAS Iwakuni, I facilitate in the training and preparedness of civilians and dependents in the event of a military base evacuation. This training encompasses an overview of the evacuation process as well as the compiling of Department of Defense forms, documentation, and supplies necessary to smoothly navigate the NEO Plan. I have developed four levels of training presentations:
10 minute weekly presentation for the Welcome Aboard Brief which is a mandatory brief for all new arrivals to MCAS Iwakuni. This presentation is a basic overview of what NEO is, what can cause it, where to find the forms necessary for the NEO package, and who to contact for further assistance to comply with the regulations.
45 minute presentation for LINKS for Spouses classes conducted by MCFTB (Marine Corps Family Team Building). This presentation covers an overview of what NEO is, what can cause a NEO to be enacted, where to find the forms and interpreting the questions to provide the correct information on the forms, what documentation will be necessary to support the forms being provided, what supplies will be necessary to compile emergency go bags for a variety of family dynamics, and a discussion of preparing and documenting household goods in the event the evacuation is permanent.
2 Hour presentation for dependents, civilians, and NEO Coordinators conducted by MCFTB. This presentation is the same as the LINKS presentation with an element of advanced preparation on the part of the attendees. Participants are required to complete the NEO packet in advance so that I can address specific questions, concerns, and unique dependent situations as we go through the forms, one by one. I meet with NEO coordinators at the end for a more in depth discussion of various scenarios of the evacuation process, safe haven processing centers, and the repatriation process.
2 Week NEO Workshop. The participants meet 3 to 4 days over the course of two weeks. In this workshop, I take the participants, step by step, through the entire process of filling out the NEO forms, collecting personal documentation and creating a filing system for easy transport of all necessary documents. We meet with Station Judge Advocates for legal assistance in the creating of wills, POA’s, and any other necessary legal documentation necessary to be completed before an emergency event occurs. We discuss the particular family dynamic of each participant and compile checklists for the emergency go bags for each family. At the end of the workshop, participants present their systems for filing and emergency supplies. This holds each participant accountable for completing their NEO packet in its entirety and provides ideas and alternatives for meeting unique challenges of the evacuation process.Type your paragraph here.
